United States Commission on Ocean Policy [archive site] - The Oceans Act of 2000 mandated the U.S. Commission on Ocean Policy to recommend a new national ocean policy to the President. The Commission delivered its Final Report, "An Ocean Blueprint for the 21st Century," to the President and Congress on September 20, 2004.
