Background
This panel was established in 1994 in order to boost cooperation in both manned and unmanned submersible research and technology. The panel's goals are to facilitate and improve ongoing studies, develop new technology, and identify future needs in undersea research. The panel is chaired by the NOAA National Undersea Research Program and the Japan Marine Science and Technology Center (JAMSTEC).

Types of Exchanges
In addition to periodic panel meetings and scientific symposia, the Submersible Research Panel has developed close partnerships between U.S. and Japanese scientists through utilizing available undersea technology (manned submersibles, Remotely Operated Vehicles (ROVs) and Autonomous Operated Vehicles (AUVs)). When shared, these ROVs and AOVs allow researchers to conduct joint cruises and projects at a fraction of the normal cost.

Accomplishments
The cooperative projects have increased the level of understanding for biological, chemical and physical dynamics and processes of the deep sea environment.

Benefits
Both U.S. and Japanese undersea assets are utilized for joint undersea studies, a partnership which has provided the U.S. undersea research community with over $4M of free access to state-of-the-art manned submersibles (SHINKAI 2000 and SHINKAI 6500).
