Background
This panel was established in 1996 to promote better understanding and effective management of coastal environments in the U.S. and Japan. The panel is administered by NOAA's National Ocean Service and by the Japan Marine Science and Technology Center.

Types of Exchanges
This panel facilitates the exchange of marine environmental science and technology data, information, and personnel, as well as the joint use of research facilities and equipment. In addition, it develops collaborative projects of interest to Japan and the United States.

Accomplishments
In August 1999 this panel oversaw the Japanese language translation of the 1998 US National Ocean Conference report, "Turning to the Sea: America’s Ocean Future." This report, submitted to President Clinton by Secretary of Commerce William Daley and Secretary of the Navy Richard Danzig provides an important overview of the U.S. interests in the development of a national Ocean Policy for the 21st new century.

Under the guidance of this panel, on October 19, 2000 in Seattle, Washington, Dr. Pavia of NOAA and Mr. Maruyama of the Embassy of Japan reaffirmed the US and Japanese commitment to share experience, knowledge, and technology related to oil spill planning, preparedness, response, and restoration. This working group works in response to the natural and human-caused disaster reduction initiative under the Common Agenda.

Benefits
This panel provides a structure in which common coastal environmental problems can be discussed and mediated.
