Minutes
The 32nd Joint Meeting of the UJNR Aquaculture Panel Meeting was held from November 16 to November 22nd in 2003 Davis and Santa Barbara, California. The business meeting and symposium were held on November 17-18 at the University of California in Davis (UC Davis). And an additional short symposium was held on November 20 at the Bodega Marine Laboratory of UC Davis to complete the lecture series. The theme of the symposium was "Aquaculture and Pathobiology of Crustaceans."
Welcome Remarks and Introduction of Panel Members
Dr. James McVey, U.S. Co-Chair, opened the meeting with welcoming remarks for Dr. Yasuji Sakai, Japan Co-Chair, and the Japanese delegation. Dr. Sakai expressed his appreciations for the warm welcome and hospitality, and encouraged active discussions for the panel meeting and symposium.
Dr. McVey asked the U.S. Panel members to introduce themselves. The Japanese Panel introduces themselves as well.
Procedural Matters
Dr. McVey requested comments on the business meeting agenda and the symposium agenda and they were adopted.
Scientific Exchange Program
Dr. McVey introduced Dr. James Sullivan as the U.S. Scientific Exchange Official.
Dr. Sullivan gave a brief report and said that it was only a partial list of
exchange activities from the Sea Grant Program throughout the United States.
Seven activities were reported since the last UJNR meeting. Dr. Norihisa Oseko,
Japanese Scientific Exchange Official, provided a list of seventeen scientists
visiting from Japan to the U.S. in 2003. Ms. Eileen McVey, U.S. Literature Exchange
Official, said that the list of 24 publications for exchange were included in
the briefing book and the list was also available on the US-Japan Aquaculture
Website: Https://www.lib.noaa.gov/japan/home.html.
She also informed the Panel that the 30th UJNR proceedings are available in
html and adobe pdf files on the UJNR website. In addition, the National Oceanic
and Atmospheric Administration (NOAA) Central library has published a new U.S/Korea
aquaculture website in conjunction with the Ministry of Maritime Affairs and
Fisheries (MOMAF) of South Korea. The NOAA Central Library brochure was also
in the briefing book. Dr. Junya Higano, Japanese Literature Exchange Official,
provided 2 lists of publications. The first included only the National Research
Institute of Aquaculture (NRIA) researchers, and these materials can be found
on the NRIA website and there are 119 publications in the list. The second list
included 51 publications, primarily in Japanese that are difficult to obtain
from the website. He indicated that some of the copies also include articles
printed in journals that may be easy to obtain publicly.
Status of Publications of Proceedings
Dr. McVey said that they were able to complete the publication of the 30th Proceedings from the meeting that occurred at the Mote Marine lab in Florida in 2001. Two hundred copies have been sent to Japan. Dr. McVey noted that the editing of proceedings for the 32nd will be coordinated by Eileen McVey and he asked the Japan side to determine who to contact on their panel. Dr. Sakai named Dr. Shigeo Hayase as the Japanese editor.
Dr. McVey turned over the discussion to Dr. Sakai for the 31st Proceedings. Dr. Sakai said that they have been able to complete 11 full papers from the Japan side and 7 from the U.S. side. The Japan side has been able to put together the proceedings and are moving to printing.

General Discussion
The matters of the 6th 5-year Plan:
Dr. McVey requested that the next item for discussion be the sixth Five-Year Plan for Scientific Exchange in Aquaculture. Based on the 31st symposium minutes it was decided to move aquaculture stock enhancement of finfish to the 2005 time period and to do ecosystem carrying capacity in 2004. He asked if this was in agreement with the Japanese delegation. Dr. Sakai indicated that Japan is happy with the change.
Both delegations agreed to change the wording on the topic to be covered for 2006 to be "Building Sustainable Food Supplies through Aquaculture, Wild stock Enhancement, and Habitat Management." The first four meetings under the Sixth Five-Year Plan are more science based, while the 5th meeting scheduled for 2006 will look more at marine and coastal resource management matters related to aquaculture.
Workshop on Balanced Ecosystem Modeling:
Dr. Cheng-Sheng Less from the Oceanic Institute in Hawaii ten discussed the
upcoming workshop on balanced ecosystem modeling in the summer/fall of 2004
in Hawaii. He asked UJNR for their support for this workshop. He said he had
been supported by NOAA/National Sea Grant College Program for a series of workshops
over the past four years and gave a background of the Aquaculture Interchange
Program. NOAA has provided support since 1999 to conduct 10 workshops. Seven
proceedings have been published from these workshops. There were participants
from many countries including Japan, China, and Korea.
Two workshops will be held in 2004, and the first will focus on bio-security
in aquaculture. The second will focus on using aquaculture to help balance ecosystems.
Dr. McVey thanked Dr. Lee and added that this workshop came out of a desire
to hold a workshop with China, Korea and Japan this past spring. However, specific
funding and timing problems postponed the meeting to sometime in the fall of
2004.
Dr. McVey called for other new business.
Reorganization of the Fisheries Research Agency
There was one presentation from Dr. Hayase on the Japanese side that discussed the Fisheries Research Agency (FRA) reorganization. Dr. Hayase said that in 2001, the FRA was created as an independent entity from the Fisheries Agency of Japan with nine existing national fisheries research institutes. In October 2003, two other organizations: the Japan Marine Fisheries Resources Research Center (JAMARC) and the Japan Sea-Farming Association (FASFA) were brought under the FRA. Material handed out shows the outline of the new FRA organization headquarters established in October 2003. The FRA Board has 1 President, 5 Executive Directors and 2 auditors. At the Headquarters level are 6 departments. Detailed information of FRA will be available on the NOAA Library aquaculture website.
Venue of the Next Meeting
The Japanese delegation agreed to host the 33rd UJNR Aquaculture Panel Meeting
in Nagasaki, Japan in October/November of 2004. Nagasaki has one of the newest
fisheries research laboratories: Seikai National Fisheries Research Institutes
(SNFRI) under the FRA. During this meeting, participants will travel to the
west coast of Kyushu, which is very active in aquaculture. Specific meeting
dates are still to be determined as we must consider conflicting meetings that
will occurred during that time period such as the North Pacific Anadromous Fisheries
Commission (NPAFC) meeting in Hokkaido, Japan and the North Pacific Marine Science
Organization (PICES) and the NOAA Balanced Ecosystem Modeling Workshop in Hawaii,
USA.
Conclusion
Dr. McVey thanked those who worked at arranging the meeting and who kept the schedule. He also thanked the interpreter Koko Peters from the Monterey Institute of Foreign Language.
Since all business has been concluded, the 32nd joint business meeting of the UJNR Aquaculture Panel Meeting was then adjourned. These minutes were signed on November 21, 2003 in Santa Barbara, California, USA.
