STATEMENT OF THE TWENTIETH JOINT MEETING
OF THE UJNR AQUACULTURE PANEL

The twentieth joint meeting of the UJNR Aquaculture Panel was held on October 28 and 29, 1991 at the Hatfield Marine Science Center in Newport, Oregon, U.S.A. Oregon State University hosted the meeting. A business meeting was held on the morning of October 28, followed by a symposium on October 28 and 29. The topic of the symposium was "Aquaculture Nutrition."

Conrad Mahnken, past U.S. Panel Chairman, and Kenji Takagi, current Japanese Panel Chairman, opened the business meeting with welcoming addresses and opening greetings. Dr. Conrad Mahnken explained that he was retiring as U.S. Panel Chairman after 14 years of service in that position. Dr. James McVey is his replacement. Dr. Mahnken had enjoyed his years of service and would continue his association with UJNR as the U.S. Vice Chairman. Dr. McVey expressed his pleasure at the opportunity to serve as U.S. Chairman. Dr. Takagi expressed his special thanks to Dr. Mahnken for serving as U.S. Chairman and expressed gratitude to Dr. McVey for organizing this year's meeting. Agendas for the business meeting and the symposium program are attached (Appendices I and II).

BUSINESS MEETING

The business meeting was chaired by the Japanese and U.S. Panel Chairmen, Dr. Kenji Takagi and Dr. James McVey. They were assisted by Dr. Kieji Hirose (Japanese Secretary General), Dr. Tohru Suzuki (Vice Secretary General), Dr. Takashi Nakanishi, Dr. Hiroshi Ogata, Dr. Toshio Akiyama, Dr. Shin-ichi Teshima, Dr. Masaru Fujiya, Dr. Atushi Furukawa, Dr. Walt Dickhoff, Dr. Conrad Mahnken, Dr. William Heard, Dr. Robert Stickney, Dr. Chhorn Lim, Dr. Margie Gallagher, Dr. Addison Lawrence, Dr. Faye Dong, Dr. Samuel Felton, Dr. John Nickum, Dr. Christopher Langdon, and Dr. Norman Haard. Elected as rapporteurs were Dr. Tohru Suzuki and Ruth Jacobs. Symposium moderators were noted and approved with on objections. They are as follows: Session I - Shin-ichi Teshima; Session II - Christopher Langdon; and Session III - Toshio Akiyama.

Counterparts for the Japanese and U.S. Panels were named. With approval from the Japanese Panel, the U.S. Panel instituted a new counterpart, the Program Chairman. The Program Chairman is responsible for identifying the scientific content of meetings and appropriate speakers. The Japanese Panel equivalent is an existing position, the Secretary General.

Agendas for the business meeting and symposium were unanimously adopted. Lists of the names and addresses of Japanese and U.S. Panel members, and U.S. observers are attached (Appendices III and IV).

SCIENTIST EXCHANGE

The exchange of scientists under the auspices of the UJNR Aquaculture Panel continued during 1990-91. Arrangements for Japanese scientists to come to the U.S. are presented in Appendix V. Dr. McVey expressed regret that no U.S. scientists came to Japan during 1990-91 but was optimistic that Dr. Christopher Langdon from Oregon State University would be an exchange scientist during 1992.

LITERATURE EXCHANGE

Dr. Masahiko Awaji and Dr. Joan Mitchell, Japanese and U.S. panel members in charge of literature exchange, have retired. The panel wishes to thank them for their invaluable contribution to the literature exchange.

Dr. Hirose reported that Dr. Awaji prepared a list of 113 publications fo the National Research Institute of Fisheries Agency and Prefectural Fisheries Research Institutes (Appendix VI). Ten copies of this list will be sent to Dr. McVey in November. The 1990 version of the Annual Report on the Status of Japan's Fisheries will be sent to Dr. McVey in about a month.

Dr. McVey provided a list of U.S. Federal Agency publications (Appendix VI), which he said he would modify to match the format of the list prepared by Dr. Awaji. The decision was made to merge future lists to make them more useful. Dr. McVey explained that a special section of the National Aquaculture Information Center of the National Agriculture Library had been set aside for UJNR publications.

COOPERATIVE STUDIES

Lists of research institutes have been exchanged. Both the Japanese and U.S. will continue to update their lists.

Topics for future cooperative studies that were suggested by the U.S. included aquaculture and the environment, biotechnology, and tropical aquaculture. The Japanese are interested and willing to discuss possibilities for cooperative studies.

PUBLICATIONS

In May 1991, the proceedings of the 1988 meeting were published as NOAA Technical Report NMFS 102, Marine Ranching. One hundred copies were sent to Dr. Hirose. Editing of the 1989 papers was completed in June. All papers have been sent to the publisher and publication is expected in December 1991.

Beginning this year, all authors will be asked to supply a copy of their edited manuscript on computer disc. Working together during 1991, Dr. Awaji and Ralph Svrjcek made significant progress in determining how American and Japanese computer systems can exchange information. Methods have been determined to enable Japanese authors to submit their manuscripts on MS DOS computers.

As of December 1991, Ralph Svrjcek will retire as editor of the Proceedings due to increased duties in his present position. He will complete the preparation of the 1990 papers. The new editor is Marcia Collie of the NOAA National Undersea Research Program. The panel acknowledged the efforts of Mr. Svrjcek and Dr. Awaji during the past years. It was acknowledged that their patience and perseverance in contributions to the coordination of the publication process with Japanese and U.S. authors was essential to UJNR's progress this year.

An expanded version of the Guidelines to Authors was distributed to authors. As agreed on earlier this year, pre-formatted computer discs will be sent to authors when the edited manuscripts are returned. The new editor brought a supply of pre-formatted discs to the meeting in the event that the Japanese UJNR Secretary would find a personal supply helpful.

The deadline for submitting manuscripts for this year's proceedings in 1 January, 1992.

FOURTH FIVE-YEAR PLAN

The Five-year plan for UJNR Aquaculture was agreed upon as follows:

PLANS FOR 1992 AND 1993 JOINT MEETINGS

The next meeting is tentatively scheduled for mid-November in Kyoto, Japan and the field trip will be hosted by the National Research Institute of Fisheries Engineering. The 1993 meeting is tentatively scheduled for September in Alaska.

The itinerary for the field trip is included as Appendix VII.

CLOSING

The Japanese and U.S. Chairmen thanked all who helped plan and organize the 1991 UJNR symposium and field trip.
