Special cataloging/processing situations :

Multiple formats

When the library holds multiple formats of a single document, prefer the one-record approach.  When presented with a choice of records to adapt, regard the record that is based upon the print format of the document as the base record, and elaborate it with MARC 530, 590, 856 (if necessary) and additional 949 fields to represent alternate available formats.
