At the end of calendar year 2001, NCL followed the lead of the
Library of Congress and incorporated AACR2R revisions to Chapter
9, Electronic Resources, into its practice. NCL favors the
CONSER approach to cataloging all electronic resources (i.e., those that
are indirectly and directly accessible), including Internet resources.
MARC fields
MARC 245 - Title statement
Because 2001 revisions to AACR2R Chapter 9 define "the
resource itself" as the chief source of information, catalogers are no
longer obliged to reflect title screen titles as titles proper.
If, for example, the HTML source title provides a fuller and/or clearer
title statement than the initial screen title, then use it for MARC 245
$a.
For the general material designation (GMD) for MARC 245 $h, use the
term "electronic resource", in accordance with revised AACR2R
practice.
MARC 246 - Varying form of title
When the HTML header title is not the title proper, place it in a
MARC 246 field as a variant:

Characteristics
In accordance with CONSER
practice, NCL does not use MARC 256 for electronic resources; instead,
NCL uses MARC 516 - Type of Computer File or Data Note.

Except for unequivocally static documents, consider
Internet-accessible monographs to be published over a range of
dates. For Internet-accessible monographs, NCL thus provides:
- code "m" in DtSt,
- a hyphen after the date of publication,
distribution, copyright, etc., in MARC 260 $c, and
- a MARC 500
updated status note (a.k.a. "edition and history note") to justify the
open monograph treatment:

Although not required, the
summary note is highly recommended for Internet resources as an
important aid to save the time of the reader. Sample summary notes:
